Marshal Scott, Chief Executive of Ribble Valley Borough Council, in Dishonour Over Alleged Council Fraud

Ribble Valley Borough Council’s Chief Executive, Marshal Scott CPFA, stands accused of turning a blind eye to serious allegations of fraud and procedural misconduct carried out under his administration. Despite being formally notified in writing of unlawful charging orders and false documentation submitted by council staff, Mr Scott has refused to act, passing responsibility to others who failed to answer the allegations.
Documents sent to RVBC have repeatedly requested evidence of lawful liability orders and lawful court-issued documents. None have been produced. Instead, the council has relied on self-generated papers — documents appearing to imitate official court orders — with no judicial signature, seal, or lawful authority.
Under Civil Procedure Rule 73.7, such actions require formal notice and valid supporting evidence. No lawful service took place. Enforcement agents such as Marston Recovery acted without judicial power, yet the Council pressed ahead and sought to alter the Land Registry title, allegedly deceiving both the Registry and the courts in breach of the Fraud Act 2006.
When confronted with these facts in a detailed letter dated 16 July 2025, Marshal Scott ignored the evidence and delegated the matter to subordinates who sidestepped every point raised. To this day, no lawful proof or explanation has been offered.
This failure of leadership places Mr Scott squarely in dishonour. As the Council’s Chief Executive, he carries the highest responsibility for ensuring that all council actions comply with law and due process. His silence and refusal to address clear evidence of wrongdoing are an abdication of duty and a betrayal of public trust.
This has now been escalated to the Land Registry Fraud Team, Local Government Ombudsman, and I.C.O. A call for a full independent investigation into the conduct of Ribble Valley Borough Council and the leadership of Marshal Scott.
